Federal Grants – ESSER, ARP, CRRSA

School districts in New York State will receive additional funding in the 2021-22 enacted state budget from the Federal Elementary and Secondary School Emergency Relief (ESSER) Fund allocated by the American Rescue Plan (ARP) Act of 2021 to address learning loss and other items due to the COVID-19 pandemic. New York State was allocated nearly $9 billion under the ARP Act’s Elementary and Secondary School Emergency Relief (ESSER) Fund.
An additional
Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act provided New York State with just over $4 billion ESSER 2 Funds, with a minimum of $3.6 billion (90 percent) allocated to Local Educational Agencies (LEAs). At least 20% of the funds are to be used to address learning loss through the implementation of evidence-based interventions, such as extended day or extended school year programs. 

In addition, the Governor allocated $322.9 million in Governor’s Emergency Education Relief (GEER 2) funds for the purpose of providing educational agencies with emergency assistance to address the impact of COVID-19, of which $250.1 million is for an Emergency Assistance to Non-Public Schools (EANS) grant program.

ARP - American Rescue Plan funds are focused on: • Supporting the safe return to in-person instruction and continuity of services • Addressing the impact of lost instructional time through the implementation of evidence-based interventions, such as summer learning or summer enrichment, extended day, comprehensive after school programs, or extended school year programs • Ensuring that such interventions respond to students’ academic, social, and emotional needs • Addressing the disproportionate impact of the coronavirus on economically disadvantaged students, children with disabilities, English learners, racial and ethnic minorities, migrant students, students experiencing homelessness, and children and youth in foster care

Each grant includes Elementary and Secondary School Emergency Relief funds.


Galway Central School District reached out to stakeholders and asked them to identify the top three areas they would like the ESSER Funds to address. The top categories were: 

School year enrichment programs (58.5%)

Physical education/athletic programs (42.9%)

Mental health services and supports (38.4%)

• After school programs (30.8%)

As a result of this input, the district developed the following proposals for utilizing the funds: 

Approved Grant Proposals

CRRSA GEER 2 - School Psychologist (1 year)

• This funding will be used for a School Psychologist to support our students PK-12. 


CRRSA ESSER 2 - Junior/Senior High School Science Classroom Remodels and Grade 3-6 playground with low ropes course

• Science Classroom upgrades will include plumbing upgrades, electrical upgrades, casework upgrades, flooring upgrades, painting, and furniture. • The grades 3-6 playground will include playground equipment suitable for older students and will have a low ropes course section that can be utilized with physical education courses, team building for classes, and for social open play.
